Yes—a Builder Domestic licence can cover NCC Class 2 work, but Class 2 must be supported by evidence and included in the licence scope. Consumer Affairs Tasmania’s Builder licence guidance, updated 5 August 2026, says an application without NCC Class 2 examples will likely be conditioned to NCC Classes 1 and 10 only. To request Class 2 inclusion, the statements must clearly show suitable Class 2 experience, and applicants should have at least one referee who observed them, preferably a licensed builder or another building professional.
Figures checked 1 October 2026.
What does a restriction to NCC Classes 1 and 10 mean?
Consumer Affairs Tasmania says Builder Domestic is intended for applicants whose experience is mainly houses, townhouses, garages, sheds or similar domestic work. Although the licence covers NCC Classes 1, 2 and 10, subclasses determine the type and size of work a licence holder may undertake.
| Evidence position | What the application should address |
|---|---|
| Evidence shows only NCC Classes 1 and 10 | Ask for the licence to be restricted to NCC Classes 1 and 10 |
| The application contains no NCC Class 2 examples | The licence will likely be conditioned to NCC Classes 1 and 10 only |
| The evidence clearly demonstrates suitable NCC Class 2 experience | Request Class 2 inclusion using the required statements and referee evidence |
Holding a class on the licence does not remove the separate obligation to work within your competence. Licensees must be qualified, experienced and capable for the work they undertake, including any special training required for responsible-builder work.
What must the Class 2 statements show?
Consumer Affairs Tasmania requires its listed Statement of Experience and Referee Statement forms. For a new application, it requires a digital copy of the Statement of Experience and two digital copies of Referee Statements.
| Document | Information it should establish |
|---|---|
| Statement of Experience | Project address or description, dates worked, NCC building class, project size, number of storeys, role, level of responsibility, work stages, referee contact details, and requested signatures and dates |
| Referee Statement | The referee’s direct knowledge of the applicant’s work, including the period supervised and the work supporting the application |
For Class 2 inclusion, both types of statement must clearly identify suitable Class 2 experience. The applicant should have at least one referee who observed them, preferably a licensed builder or another building professional.
A Referee Statement must come from someone who:
- is an industry professional, such as an engineer, architect, building surveyor, senior manager or supervisor from an established building firm;
- is licensed at the same or a higher level than the licence being applied for; and
- has overseen the applicant carrying out the work supporting the reference.
Use the approved Tasmanian forms. Applications using document formats intended for another state or territory regulator may be rejected, while letters are unsuitable because they rarely contain enough information for a complete assessment. Consumer Affairs Tasmania also advises applicants not to supply photographs, building designs or testimonials from non-qualified, non-technical stakeholders and associates.
When does Builder Low Rise apply instead?
Builder Low Rise is a different application with different evidence expectations. It is not a substitute for missing domestic or Class 2 evidence.
| Licence | Evidence Consumer Affairs Tasmania expects |
|---|---|
| Builder Domestic | Mainly houses, townhouses, garages, sheds or similar domestic work; NCC Class 1 and Class 10 evidence as a minimum, with Class 2 evidence needed if that class is to be included |
| Builder Low Rise | Commercial or similar building work; relevant work on NCC Classes 2 to 9, or other non-domestic work within the Low Rise scope, as well as Class 1 and 10 work |
Class 2 evidence may be relevant to either application, but it must fit the chosen licence class, scope, role and level of responsibility. An application for Builder Low Rise will be refused if the evidence shows domestic work only.
Are the qualification and experience rules the same?
Consumer Affairs Tasmania lists the same minimum qualification and experience routes for both Builder Domestic and Builder Low Rise.
| Requirement | Builder Domestic | Builder Low Rise |
|---|---|---|
| Listed minimum qualification | Certificate IV in Building and Construction (Building) | Certificate IV in Building and Construction (Building) |
| Listed experience route | 2 years with a building trade qualification, or 4 years without one | 2 years with a building trade qualification, or 4 years without one |
The experience must also be relevant and recent:
- At least half of the minimum required experience must be gained after receiving the minimum mandatory qualification.
- Experience more than 5 years old will not be accepted without recent experience.
- A gap of 2 or more years after obtaining the minimum qualification will lead to refusal unless more verifiable experience can be provided.
- Gaps within the supplied information may prevent that experience from being counted.
What else should be ready for the application?
A builder application must include the required qualification, supervised experience in the same scope and supporting documents such as insurance and identity evidence. For insurance, Consumer Affairs Tasmania lists $5 million public liability cover for builder licences and requires Contract Works insurance evidence for new applications and renewals.
| Supporting item | Application requirement |
|---|---|
| Public liability insurance | Digital certificate of currency showing the listed $5 million cover |
| Contract Works insurance | Evidence of cover for a new application or renewal |
| Insurance evidence | A tax invoice is not accepted as proof of cover |
| Identity | Identity evidence is required for a new application |
| Interview | An applicant may be asked to attend; failure to attend when requested may be treated as non-compliance and may cause refusal |
Consumer Affairs Tasmania says applications will be processed within 21 days once all required information has been received.
Check the live regulator page before applying because the regulator says information on the new agency websites is being updated. FAQ
Does a Builder Domestic licence automatically cover Class 2 work?
No. Class 2 must be included within the scope supported by your evidence. Without NCC Class 2 examples, Consumer Affairs Tasmania says the licence will likely be restricted to NCC Classes 1 and 10 only.
How many referee statements are required for a new application?
A new application requires two Referee Statements. For Class 2 inclusion, Consumer Affairs Tasmania says applicants should have at least one referee who observed them, preferably a licensed builder or another building professional.
Can domestic-only experience support a Builder Low Rise application?
No. Consumer Affairs Tasmania says a Builder Low Rise application will be refused if the evidence shows domestic work only. Relevant Class 2 to 9 or other non-domestic low-rise experience is needed.
Does a tax invoice prove the required insurance cover?
No. Consumer Affairs Tasmania requires a certificate of currency rather than a tax invoice. Builders also need Contract Works insurance evidence, and the listed public liability requirement is $5 million. Check the policy PDS for the actual cover provided.
